For a party that has struggled to regain organisational space in Andhra Pradesh, local elections offer a different kind of political test from Assembly or Lok Sabha contests. APCC chief YS Sharmila is preparing for that test by creating an eight-member state-level monitoring committee in Vijayawada.

CWC member Raghuveera Reddy will chair the committee, while former Union minister and APCC working president JD Seelam will serve as its convener. CWC member Gidugu Rudra Raju, former Union ministers Pallam Raju and Killi Kriparani, PCC working president Mastan Vali, and former Rajya Sabha MP and chief spokesperson Tulasi Reddy are among the committee members.

The party has also appointed spokesperson and Nellore DCC chief Kiran Kumar Reddy to handle PCC coordination and social media responsibilities for the local body elections.

Sharmila has directed the monitoring committee to work toward securing a majority of local body seats for the Congress. District and city Congress presidents have been asked to coordinate with the committee on election procedures, candidate selection and other organisational matters.

The composition of the panel brings together senior Congress leaders with experience in state politics, national-level positions and party organisation. That suggests the PCC is treating local elections as an organisational exercise rather than leaving candidate selection entirely to district-level units.

Local body elections also operate differently from statewide contests. Personal networks, ward-level equations, community representation, local development issues and the strength of individual candidates can matter as much as the broader party brand. For Congress, this creates an opportunity to rebuild its grassroots machinery constituency by constituency.
