Of this allocation, one lakh tonnes has been earmarked for refineries. Among sugar mills, Maharashtra receives 4,39,074 tonnes, Uttar Pradesh 4,17,658 tonnes and Karnataka 2,20,324 tonnes. Together, these three major producing states account for about 10.77 lakh tonnes, or roughly 83% of the mill allocation. Andhra Pradesh receives 3,298 tonnes and Telangana 2,524 tonnes.

Context and Official Statements

The October first-half quota is higher than the 13 lakh tonnes fixed for the first half of September. The government has increasingly used shorter sale-quota periods as it manages supply following concerns over rising sugar prices and market availability.

The rules also require mills to sell at least 45% of their assigned quantity during the first week. The remaining stock can be sold during the following week. Mills beginning cane crushing in October have also been allowed additional flexibility to sell their production during October and November.

The supply measures extend beyond the sale quota. The government has reduced the stock limit for sugar dealers from 4,000 quintals to 2,000 quintals, effective September 15 through November 30. It has also permitted duty-free imports of 10 lakh tonnes of raw sugar to strengthen domestic availability.

The most interesting part of the announcement is the concentration of supply. When nearly 83% of the mill allocation goes to Maharashtra, Uttar Pradesh and Karnataka, the movement of sugar from these three production centres becomes particularly important for the rest of the country. Consumers in states such as Telangana and Andhra Pradesh depend heavily on the broader distribution network rather than local production alone.

The quota is therefore less about guaranteeing a specific retail price and more about preventing a supply squeeze during a predictable demand spike. Dussehra and Diwali increase sugar consumption through household sweets, bakeries, sweet shops and food manufacturers. Releasing more stock before that window gives wholesalers and retailers greater visibility over availability.

However, a larger quota does not automatically mean a sharp fall in retail prices. The final consumer price will still depend on wholesale movement, demand, logistics, inventories and the arrival of fresh sugar from the new crushing season. For Telugu consumers, the more meaningful indicator over the coming weeks will be whether wholesale supply remains steady across Hyderabad, Vijayawada, Visakhapatnam and other major markets. The government's quota strategy can reduce scarcity pressure, but retail relief will ultimately depend on how efficiently that additional supply reaches consumers.
