Prime Minister Narendra Modi on Saturday, August 15, 2026, unveiled a seven-point reform framework called “Saptadhara” during his Independence Day address from the Red Fort. The framework is aimed at accelerating India’s journey towards becoming a developed nation, or Viksit Bharat, by 2047.

Drawing a parallel with the ancient reference to “Sapta Sindhu”, Modi said India needs new streams of strength to drive its development. The seven areas identified under Saptadhara are Manufacturing Power; Agriculture and Food Processing; Technology and Innovation; Gati Shakti; Defence Shakti and Aatmanirbhar Defence; Green Economy and Blue Economy; and India’s Soft Power.

Under Manufacturing Power, Modi called for India to become a trusted hub in global supply chains, with the entire value chain—from components and design to finished products—developed domestically. He stressed that Indian manufacturing must compete globally on cost, quality and scale.

Agriculture and food processing form the second stream, with an emphasis on making India a global food powerhouse and increasing agricultural exports. Modi also highlighted subsidised fertiliser prices, citing urea and DAP as examples.

Technology and Innovation constitute the third stream, while Gati Shakti focuses on high-speed connectivity and world-class infrastructure. The fifth stream, Defence Shakti and Aatmanirbhar Defence, focuses on strengthening national security through self-reliance.

The Green Economy and Blue Economy stream covers sustainable development, coastal opportunities and the potential to expand exports, including seafood. The seventh stream, India’s Soft Power, focuses on strengthening India’s global cultural and economic influence and encouraging businesses to reach international markets.

Modi said the Saptadhara framework would provide India with new momentum and capabilities during the next phase of development. He also announced what he called a “Reform Express”, arguing that traditional systems, thinking and goal-setting would need to change.

The Prime Minister said the coming five to seven years would be particularly important, with the government seeking to accomplish work that, according to him, could not be achieved during the previous five to seven decades.

The framework places manufacturing competitiveness, technological capability, infrastructure, energy and defence self-reliance, sustainable growth and international reach at the centre of India’s development strategy.
