LPG Rules: Aadhaar Check Becomes Key Change From October 1

October is not bringing ten entirely new LPG rules to Indian households. The more important story is that one specific requirement is becoming operational: biometric Aadhaar authentication will determine whether a domestic consumer can continue booking LPG refills at the regulated Retail Selling Price with applicable subsidy from October 1, 2026.

The Petroleum and Natural Gas Ministry said 27.43 crore active domestic LPG consumers, or 89.9% of the total, had already completed Biometric Aadhaar Authentication as of September 19. Those consumers do not need to repeat the process. Consumers who have not completed it can authenticate during delivery, at their distributor's showroom or through the IndianOil ONE, HelloBPCL or HP PAY apps, depending on their provider.

Context and Official Statements

The government says the authentication system is intended to prevent duplicate or ineligible connections and reduce diversion of subsidised domestic LPG toward commercial or industrial use. Importantly, failure to authenticate does not mean a household is automatically cut off from LPG. The government says consumers can still receive LPG, but those choosing not to complete authentication must register that choice through available OMC channels and receive fuel at the applicable market price without subsidy, subject to conditions and local availability.

There is also an important correction to several “October LPG changes” lists circulating online. The official government clarification says refill booking intervals remain 25 days in urban areas and 45 days in rural areas, irrespective of connection type. Therefore, claims that the rural interval has already been reduced to 25 days should not be presented as a new October rule.

For consumers shifting to PNG, the government has also provided a 30-day window to terminate an LPG connection after obtaining PNG, or the option of a transfer voucher for possible future restoration in a non-PNG area.

The most useful way to read the October changes is not as a long checklist, but as a shift in how LPG benefits are administered. The authentication rule separates access to the fuel itself from access to the subsidised price.

That distinction matters. A consumer who has not completed BAA is not simply being told that LPG disappears; the immediate financial consequence is that subsidised, regulated-price access changes. For households, the practical October checklist is therefore shorter than viral “10 changes” headlines suggest: verify Aadhaar authentication status, understand the subsidy consequence, follow the correct booking interval and know the rules if switching to PNG.
