The proceedings relate to alleged financial and procedural irregularities surrounding payments connected with the Formula E race in Hyderabad.

The latest court appearance follows the ACB chargesheet filed earlier this year. The agency has named KTR as Accused No. 1, former MAUD special chief secretary Arvind Kumar as Accused No. 2 and former HMDA chief engineer B.L.N. Reddy as Accused No. 3. A fourth accused, sports consultant Kiran Malleswara Rao, has also been mentioned in subsequent proceedings.

Context and Official Statements

The case concerns the financial arrangements made during the previous BRS government when KTR was the Municipal Administration and Urban Development minister. The ACB alleges that around Rs 55 crore was transferred from HMDA funds to a foreign entity in connection with Formula E-related arrangements without following mandatory approvals and financial procedures. Earlier reporting on the original FIR put the disputed payment at Rs 45 crore, while the later chargesheet has dealt with a broader figure of about Rs 55 crore.

The Hyderabad E-Prix was held in February 2023 and was India's first Formula E event. The proposed subsequent edition did not take place after the change in government. KTR has denied wrongdoing and maintained that the race was intended to strengthen Hyderabad's global profile and support the city's ambitions in electric mobility.

The judicial process will ultimately have to examine whether the decisions and payments violated applicable rules and whether the accused bear criminal responsibility. Until those issues are adjudicated, the allegations should not be treated as established facts.
