For Andhra Pradesh Congress, the latest Vijayawada meeting was less about a single announcement and more about turning the party’s local election preparation into an organisational exercise. The Congress Political Affairs Committee met at Andhra Ratna Bhavan on September 19, with state affairs in-charge P.V. Mohan attending and APCC president Y.S. Sharmila Reddy participating through video call. The discussion focused heavily on strengthening the party ahead of the upcoming local body elections.

Sharmila asked Congress leaders and workers to approach the local polls with renewed energy and stressed the importance of choosing strong candidates. She also called for an end to internal group politics, framing organisational unity as a prerequisite for the party’s electoral preparations.

The meeting is part of a broader organisational push. Earlier this month, the AP Congress leadership constituted a state-level monitoring committee involving senior leaders to oversee local-election coordination, candidate selection, campaign planning and grassroots issues.

Context and Official Statements

Sharmila used the PAC meeting to reiterate the Congress’s ideological positioning. She said, “Congress means equality” and “Congress means secularism,” while arguing that the party represents the interests of poorer sections and provides equal opportunities to youth, women and other sections.

She also linked the state party’s organisational strengthening to the national leadership, saying Congress needs to become stronger in Andhra Pradesh and that party workers should work toward Rahul Gandhi becoming Prime Minister. She referred to her father, former Chief Minister Y.S. Rajasekhara Reddy, and his stated political association with Rahul Gandhi.

On state politics, Sharmila alleged that both the ruling alliance parties and the YSR Congress Party are aligned with Prime Minister Narendra Modi. Those are her political characterisations and are not independent findings. Her broader argument was that Congress should present itself as an alternative and use the local elections to rebuild its organisational base.

The appointment of P.V. Mohan as state affairs in-charge was also welcomed by Sharmila. She said his seniority and guidance could help strengthen the party and urged him to facilitate greater support from the AICC.

Local body elections are structurally different from Assembly or Lok Sabha contests because candidate familiarity, village-level networks, local alliances and personal relationships can matter substantially.

Congress has already moved toward a monitoring structure for the local polls, suggesting that the party is attempting to create a more centralised mechanism for identifying candidates and coordinating district-level activity.

The timing also matters. Other major political formations in Andhra Pradesh are preparing for the same local contests. YSRCP president Y.S. Jagan Mohan Reddy has instructed his cadre to prepare to contest local-body seats and strengthen the party from the village level, while the ruling alliance has also been publicly mobilising its organisation for the polls.

For Congress, therefore, the challenge is not simply to make stronger statements against its rivals. It is to convert the new organisational machinery into functioning booth-level and local-level networks. Whether the PAC’s instructions produce that ground-level structure will be more consequential than the rhetoric of the meeting itself.
