His longer-term proposal is international cooperation, drawing a comparison with nuclear arms agreements between the United States and the former Soviet Union. He acknowledged that creating an international "speed limit" for AI progress would be extremely difficult because of the military advantages countries may seek.

Companies are competing to build more capable systems, while simultaneously arguing that those systems require stronger safeguards. His rejection of a blanket ban suggests that the emerging policy debate is likely to focus less on stopping AI altogether and more on who gets to test it, what standards models must meet, and who has the authority to intervene when those standards are not met.
For India's growing AI and IT ecosystem, this could become particularly relevant. If international regulation eventually requires independent model evaluation, safety audits or restrictions around high-risk capabilities, Indian developers and companies building on frontier AI systems may also have to adapt to those standards.
